County officials said that nearly $25 million in bonuses for county workers will be paid from department budgets instead of the reserve fund because there were not enough votes to tap those reserves — a decision that could lead to budget cuts later if funds fall short.

They explained that the bonuses will come from salary funds already allocated in the budget and that adjustments may be made if needed.
